Clémence Naré

Clémence Naré is an expert in international law with over a decade of experience working with governments, United Nations agencies, non-governmental organizations and academia in Europe and North America. She has worked on a variety of policy issues including trade and investment law, human rights and environmental regulations.

As a Senior Law Advisor and outreach and engagement manager for the Secretariat of the Intergovernmental Forum on Mining, Minerals, and Sustainable Development (IGF), Clémence engages and supports member countries in their initiatives to develop sustainable resource extraction programs. She also supports efforts to expand IGF membership and partnerships, enhance the visibility of the IGF, and, in the process, spread awareness of its activities among stakeholders including governments, non-governmental organizations, and interested members of the public. She has also worked on Mining Policy Framework Assessments in Senegal and Mauritania. Clemence is involved in IGF training programs and provides legal and policy advice in mining.

Prior to joining IISD, Clémence worked as a policy analyst with the Canadian federal government. She previously worked for the permanent missions of the Republic of Cote d’Ivoire and the Republic of Congo to the United Nations and the World Trade Organization in Geneva.

Clémence is a part-time lecturer in International Law and International Organizations at l’École Nationale d’Administration Publique, University of Quebec in Outaouais, Gatineau Campus. She holds a bachelor’s degree in business law from the University of Ouagadougou and a master’s degree in international transactions and comparative law from the University of San Francisco. Clémence is based in Ottawa, Canada, and speaks French, English and Mòoré.
